Modification to the Business Applications Solution Contract

Scope

The Department of Commerce intends to negotiate, on a sole source basis, a modification to contract 1331L520C13OS0005 with Accenture Federal Services for additional support including post-go-live Hypercare, embedded resource support, transactional backlog resolution, formal Hypercare certification, enhancements to move from Minimum Viable Product to enterprise optimization, organizational change management activities to facilitate adoption and sustainability, and additional licenses and associated operations and maintenance services. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1), as implemented by the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 6.103-1(b): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
