May a SAM.gov-registered U.S. prime contractor respond and later perform through a Cambodian transportation subcontractor that is not registered in SAM.gov, provided the subcontractor is properly licensed and authorized in Cambodia? Yes, Prime Contractor is responsible for their subcontractors. 2. The RFI states that the contractor must have experience transporting military personnel and tactical equipment. Must the Cambodian operating subcontractor possess this prior experience, or may relevant experience and management capability be demonstrated collectively by the prime and subcontractor?
