Scope

The basis of award will be low price. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offerors initial offer should contain the Offerors best terms. However, the Government reserves the right to conduct discussions, if necessary and deemed appropriate by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government will award a Firm-Fixed-Price contract to the responsible offeror whose quote is the lowest price that meets the requirements set forth in the Specifications.
