Scope

General Notice & Statutory Authority This Special Notice is published in accordance with Revolutionary FAR Overhaul (RFO) framework, including RFO FAR Part 5.1 (Publicizing Contract Actions) and RFO FAR 15.101 (Early Exchanges with Industry). The United States Coast Guard (USCG) is conducting market research and early industry engagement to refine requirements, assess industry capabilities, evaluate integration risks, and inform its acquisition strategy for two major engineering modernization packages aboard USCGC HEALY (WAGB-20). The prototype installations for these efforts are planned for the vessel's FY2028 Maintenance Availability.
