Notice of Intent to Sole Source Low Titer Whole Blood

Scope

The Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with FAR Part 12.102(a). The proposed source is Blood Connection, INC., 1099 Bracken Rd, Piedmont, SC 29673. This acquisition is for the procurement of Low Titer O Whole Blood in support of patients at Naval Medical Center Camp Lejeune (NMCCL), NC with the following requirements: Must be able to provide a minimum of 120 units per year that have been constituted and validated for use in the NMCCL refrigerators. All blood products must comply with all pertinent local, state, and federal laws, regulations, rules, and guidelines, including but limited to those set forth in Section 351 of the Public Health Service Act (42 U.S.C., 301, et seq.), U.S. Code of Federal Regulations, 21 CFR, 600-640.
