Scope

PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO NATIONAL INSTITUTE OF BUILDING SCIENCES (NIBS) Naval Facilities Engineering Command, Norfolk, VA intends to award a sole source contract to National Institute of Building Sciences (NIBS), 1090 Vermont Ave. NW, Suite 700, Washington, DC. to provide the Design Review and Checking System (DrChecks) and Bidder Inquiry, applications that are part of ProjNet, an integrated suite of secure, on-demand, design review, inquiry and comment, issue resolution, communications and document archiving tools, managed by NIBS. This sole source requirement meets the conditions of FAR 6.302-5, authorized or required by statute; Public Law 93-383, codified at 12 U.S.C. 1701j-2 provides authorization to contract directly with NIBS.
