Notice of Intent to Award a Sole Source Contract WinEst Software License Renewal The 319th Contracting Squadron, Grand Forks Air Force Base, intends to award a sole-source, firm-fixed-price contract to Trimble, Inc. This procurement is required in order to provide the WinEst Pro Plus Software license renewals, integrated RSMeans cost assemblies, and annual technical support for the 319th Civil Engineer Squadron (319 CES) at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights Trimble, Inc. has over the WinEst Cost-Estimating Software source code and database configurations that are utilized in civil engineering estimating systems at Grand Forks AFB.
